Abstract
The goal of this inaugural “How-to Working Paper” is to provide a resource to measure performance, effectiveness or simply the underlying dimensions of a concept, perception or attitude. This paper focuses on how to create and use a scorecard or index. The principal audience of these “How-to Working Papers” are upper-level social science disciplines like political science or sociology and master-level graduate students in, again, political science or public administration. But really any university student or civically-minded individual conducting research will benefit from this paper.
